Rule 191
Functions, Duties and Powers of Conduct Monitoring Committee

(1) The work, duties and powers of the Conduct Monitoring Committee shall be as follows:-(a) Initiate the necessary investigation on the basis of questions raised in public or information given to the Committee by any member who has violated the Code of Conduct mentioned in sub-rule (1) of Rule 189 (b) Obtaining necessary information from concerned members and other persons in relation to questions raised regarding conduct, (c) Obtaining necessary information from persons, organizations or media who raise questions regarding conduct, and (d) from the facts gathered while investigating questions raised regarding conduct of members. Make a clear decision on whether or not the relevant member has violated the conduct and submit the report to the meeting. (2) The conduct monitoring committee may form a sub-committee including experts as needed. (3) The conduct monitoring committee will determine its own other procedures. (4) It shall be the duty of the member to provide the necessary assistance in the event that an investigation has been initiated against a member for violation of conduct in accordance with this rule. (5) In the event that an investigation has been initiated for violation of conduct against a member in accordance with this rule, the conduct monitoring committee shall provide the relevant member with a reasonable opportunity to have his say. (6) Conduct The report submitted by the monitoring committee to the meeting in accordance with clause (d) of sub-rule (1) shall be kept in the records of the meeting.
