Rule 23
Affiliation
(1) What the member speaks must be related to the subject under immediate consideration in the meeting. (2) If a member is speaking unrelated things or repeating his or someone else's argument repeatedly, the chairman may draw the attention of the meeting to his statement and order him to stop speaking. As soon as such an order is made, the member shall stop speaking and take his place.
