Rule 220
Language
(1) The proceedings of the National Assembly or its committees shall be conducted in the Nepali language. In the event that a member speaks in his mother tongue, arrangements can be made to record it. (2) Notwithstanding anything written in sub-rule (1), in the case of a member with a speech disability, the chairman shall express his opinion to such member in sign language and such opinion shall be translated by his assistant in the meeting.
