Section 13
Persistence

(1) If the post of any departmental head or head of office becomes vacant, or if the employee in such post is on leave for more than fifteen days, or if action is taken in accordance with the prevailing law, the civil servant of the same level or a potential candidate for promotion to the same level or a potential candidate for promotion shall be at most Permanent stay for a month can be done.
