(1) Based on the proposals received under Rule 21 or Rule 22, the Secretary of the Council of Ministers shall prepare the agenda of the topics to be discussed in the Council of Ministers in accordance with the manner prescribed by the Prime Minister. However, if the Prime Minister orders otherwise, the matter that is not submitted as a proposal can also be included in the agenda.
(2) Normally twenty-four hours before the meeting of the Council of Ministers, the agenda of the meeting and related documents shall be distributed to each minister by the Secretary of the Council of Ministers.
(3) Subjects not included in the agenda shall not be presented in the meeting of the Council of Ministers, unless the Prime Minister has given permission.
(4) In some cases, due to the sensitivity or seriousness of a subject, the proposal to be discussed in the meeting of the Council of Ministers may not be distributed. In such a case, the relevant information can be given in writing or verbally.
