(1) When appointing a civil servant, his educational qualification will be done on the basis of training and experience. However, the appointment to the gazetted first class departmental head post will be made as per the agreement of the Ministry of General Administration. When the Ministry of General Administration gives consent for the appointment in such a position, it will coordinate with the relevant ministry and give consent to the employees who have the ability to lead in that position in addition to the things mentioned.
(2) When appointing or transferring any civil servant to the designated head of department, head of office or other position, the government of Nepal may appoint or transfer him by making a performance agreement with the relevant official according to the administrative work nature of the tasks to be performed in such position.
(3) Secretary of the special category of the Government of Nepal or equivalent post and departmental head of the central body can be appointed by automatically creating a special post for up to fifteen days to work together with the incumbent office bearer and to facilitate the exchange.
(4) Other arrangements related to posting shall be as prescribed.
