(1) The Secretary of the Council of Ministers shall normally send a copy of the record of the decision to each minister within twenty-four hours of the meeting of the Council of Ministers, and if any minister thinks that it should be amended, he shall send his suggestion to the Secretary of the Council of Ministers within twenty-four hours of receiving the record.
(2) A copy of the decision of the Council of Ministers will also be sent to the Minister of State and Assistant Ministers (3) Notwithstanding anything written in sub-rule (1), it may be decided not to distribute some or all of the decisions of any meeting of the Council of Ministers under the direction of the Prime Minister.
