(1) Matters affecting Nepal's foreign policy or foreign relations or diplomatic immunity should be consulted with the Ministry of Foreign Affairs.
(2) Statements or working papers to be presented on behalf of Nepal in official meetings held abroad shall be pre-approved by the Ministry of Foreign Affairs.  (3) The Ministry of Foreign Affairs should be consulted regarding treaties, agreements or memorandums of understanding between the Government of Nepal and foreign governments or international associations and organizations.
