Rule 19
Duties, Duties and Powers of the Prime Minister

(1) The Prime Minister shall be in charge of the general direction, control and operation of the country's governance system subject to the constitution and other prevailing laws.
(2) Other duties, duties and powers of the Prime Minister shall be as follows:-
(a) To inspect whether or not operations are being carried out in accordance with the policies, decisions and prevailing laws of the Government of Nepal in various ministries and offices and, if not, to make them do so.
(b) Coordinating the work of various ministries on important policy matters.
(c) From time to time “give instructions to the Ministers and Secretaries and take progress reports as necessary.
(3) In the absence of the Prime Minister, the Deputy Prime Minister appointed by the Prime Minister shall perform the work performed by the Prime Minister in accordance with this regulation, and in the absence of the Deputy Prime Minister or in the absence of the Prime Minister, the senior minister appointed by the Prime Minister shall perform such work.
(4) In the absence of a minister, the work performed by such minister shall be done by another minister appointed by the Prime Minister.
