Rule 4
Delegation of work from the Minister
According to the division of labor regulations, when the delegation of work assigned to the relevant ministry is carried out, consultation with other ministries and the matter to be submitted to the Council of Ministers shall be done in accordance with the provisions of this regulation. In the case of matters other than that, according to this regulation, the minister or his instructions and general control will be carried out according to rule 5. But,
(a) It shall be the duty of every minister to consult with the Prime Minister before making decisions or giving orders on important matters related to his ministry.
(b) In the prevailing law, if any work is prescribed to be carried out by a special officer, nothing in this bye-law shall prevent it from being done accordingly. Amended by Fourth Amendment.
