(1) The Ministry of Finance shall prepare an annual budget every year. Such budget allocation bill will be deemed approved only after it is approved.
(2) The contents of the budget will be kept strictly confidential and nothing related to the budget will be published or referred to or sent elsewhere until it is submitted to the legislature-Parliament. However, if the expenditure of a plan submitted by a ministry is not included in the budget, the Ministry of Finance must inform the relevant ministry before the budget is submitted.
(3) Every financial year, the Minister of Finance shall submit to the Legislature-Parliament an estimate of revenue and expenditure and a tax-related proposal in accordance with Article 119 of the Constitution.
