Rule 139
Motion of impeachment against the President or Vice President
(1) In accordance with clause (1) of Article 101 of the Constitution, if a resolution is passed by a majority of at least two-thirds of the total number of members immediately existing in the House of Representatives, and a notice is received with a message stating that the President or the Vice President has seriously violated the Constitution and the law, the Secretary shall table the said resolution in the meeting. But if the session of the House is not in progress, the Secretary shall call a meeting of the House within seven days from the date of passing such a resolution by the House of Representatives on the direction of the Speaker. (2) Within seven days from the date of the table of the resolution as per sub-rule (1), the Speaker shall set a date for discussion on the said resolution in the meeting. (3) On the day and time specified in accordance with sub-rule (2), after the name is called by the chairman, a member shall present the impeachment proposal in the meeting and if he wishes, he may make a statement before submitting the proposal. (4) After the proposal is submitted in accordance with sub-rule (3) After consultation, the chairman will submit a proposal to the meeting to form an eleven-member inquiry committee based on party representation. When submitting such a proposal, the right to ask for clarification from the accused President or Vice President, to understand the evidence and to issue a subpoena for that purpose should also be mentioned. (5) Any member may submit an amendment to the proposal according to sub-rule (4). After deciding on the amendment, the chairman will present the proposed or revised proposal for the establishment of the inquiry committee for decision. (7) If the proposal for the establishment of the inquiry committee is passed according to sub-rule (6), the chairman will send the necessary documents including the impeachment proposal to the inquiry committee and will inform the relevant president or vice president. (8) The investigation committee will select a chairman from among themselves.
