Rule 16
Procedure on Bill or Ordinance

(1) In the case of a bill or an ordinance to be issued by the Government of Nepal, after receiving the opinion of the Ministry of Law, Justice and Parliamentary Affairs in accordance with sub-rule (1) or (2) of Rule 9, a proposal must be submitted to the Council of Ministers along with a concept paper for approval in principle of the bill or ordinance. But when taking action to amend an existing Nepal Act, a proposal can be submitted at once along with the draft for the approval of both the principle and the draft.
(2) After receiving the approval of the Council of Ministers on the proposal submitted in accordance with sub-rule (1), the Ministry of Law, Justice and Parliamentary Affairs shall prepare a draft of the bill or ordinance accordingly and the relevant ministry shall resubmit the draft to the Council of Ministers for approval.
(3) After receiving the approval of the Council of Ministers for the draft of the bill submitted as per sub-rule (2), when the Legislature-Parliament is in session, the relevant ministry shall send it to the Legislature-Parliament Secretariat through the Ministry of Law, Justice and Parliamentary Affairs.
(4) According to sub-rule (3), the concerned minister shall submit the bill to the Legislature-Parliament.
(5) In case of issuing an ordinance according to the constitution, the concerned ministry shall send it to the Ministry of Law, Justice and Parliamentary Affairs.
