Rule 101
General discussion on the bill
;- (1) In the next meeting after the bill has been introduced in accordance with rule 100, the proposing member may present one of the following motions :-(a) That the bill be considered, or (b) That the bill be publicized in order to get public feedback. (2) If the member introducing the bill submits one of the proposals in clause (a) or (b) of sub-rule (1), any other member may submit another proposal according to the same sub-rule. (3) According to clause (a) of sub-rule (1) When the proposal is discussed, only the theoretical aspects of the bill will be discussed. During such discussions, except when it is necessary to clarify the intention of the bill, the clauses of the bill will not be discussed and no amendment can be submitted to the bill.
