Rule 149
Formation of Committee

(1) In each committee according to Rule 147, the chairman shall nominate a maximum of fifteen members with the consent of the National Assembly. Proportional representation of Arya, Madheshi, Tharu, Muslim, backward areas, persons with disabilities, and minority communities will be taken into account. (3) No member can be a member of more than one committee at the same time. (4) Notwithstanding anything written in sub-rule (3), if a member wishes to participate in the meeting of a committee of which he is not a member, he must inform the chairman of the relevant committee at least one day before the date of the meeting. But he will not have the right to vote in such a committee.
