If any matter or work is related to more than one ministry, no decision or order or publication of any information shall be made on the matter without completing the following procedures:-
(a) without presenting the matter to the Committee of the Council of Ministers under Rule 31, or (b) If the relevant ministries cannot agree on matters other than those to be submitted to the Council of Ministers, without approval from the Prime Minister. Explanation: If a decision or order from one ministry affects the work assigned to another ministry, it should be considered that such a matter is related to more than one ministry.
