Rule 198
Procedure after the end of general discussion
At any meeting after the end of the general discussion on the treaty, the presenting minister may present one of the following motions: (a) that the provisions of the treaty be discussed in the House, or (b) that the treaty be referred to the legislative committee for discussion.
