-
(a) To protect, promote and manage forests,
(b) To develop forests by arranging land outside the forest area,
(c) to establish nurseries, to produce or purchase seedlings and to plant trees,
(d) To remove forest encroachment and plant trees, (e) To plant and manage trees in public lands, river basin areas,
(f) To carry out forest upliftment and urban forest development programmes,
(G) For the development and expansion of private forests and agricultural forests. To make plants available,
(h) to carry out plantation projects,
(i) To conserve and manage natural reproduction,
(h) To improve and revive degraded natural forest areas,
(k) To protect and manage forests affected by development projects,
(l)/ To revive highly sensitive areas from the point of view of environmental protection, including rivers, protected water bodies, roads and river banks, landslide risk areas,
(d) To conserve water sources and improve and maintain wetlands,
(d) To protect and enhance the biological diversity and the genetic resources of plants, and to control and manage invasive species, (n) To conduct human-wildlife conflict management programs, (p) To conduct climate change mitigation and adaptation programs,
(th) To control, manage and supply necessary equipment for forest degradation,
(d) to conduct research studies relating to nature, environment, wildlife and biodiversity,
(d) To convert the land into a national forest area by transferring the habitations that are necessary for conservation and are at risk,
(N) To work on forest development in collaboration and partnership with the state government, local level, forest user groups and various organizations.
(2): Notwithstanding anything written in sub-rule (1), the amount received in the fund as per sub-section (5) of section 42 of the Act shall be spent as follows:-
(a) Purposes under sub-section (5) of section 42 of the Act(b) To transfer the settlements which are at risk or suitable for conservation during the acquisition of land as per clause (a) and to give compensation,
(c) for the purpose of clause (a) to purchase land and develop forests.
(3) When using the funds according to this rule, the committee shall determine the order of priority and/or select the program based on that and implement it.
(4) In order to sustain the program by mobilizing the funds in accordance with this rule, the organizations under the federal, provincial and local levels should give priority to conducting the program in mutual partnership.
(5) Administrative expenses of the fund shall not exceed five percent of the total budget of the fund.
