Rule 73
Can be done

(1) For the purpose of sub-section (2) of Section 26 of the Act, the Divisional Forest Officer may form a Kabuliyat forest group for the people below the poverty line and provide any part of the national forest as a Kabuliyat forest.
(2) According to sub-rule (1), the group that wants to take the forest must submit an application to the Division Forest Office to form a group and prepare an action plan.
(3) When making an application according to sub-rule (2), at least five households must participate in the confessional forest group and for that, the divisional forest officer may consult the relevant ward office at the local level while identifying the households.
(4) According to sub-rule (2), the human development index of the person who wants to get recognition should be checked and it should be confirmed that he is below the poverty line.
(5) If the forest area requested according to sub-rule (2) is found to be suitable for management as a recognized forest, the Division Forest Office shall appoint technical staff to form a recognized forest group and prepare an action plan.
(6) The employees appointed according to sub-rule (5) shall form a confession forest group and prepare an action plan in such a way that the topics mentioned in schedule-42 are included in the participation of the group.
(7) The action plan of the confessional forest group according to this rule must be submitted to the division forest office for approval along with the decision of such group.
(8) The Divisional Forest Officer shall approve the action plan of the Forestry Group in accordance with the formation of the Forestry Group as per this rule and issue a certificate in the format of Schedule-44.
(9) According to this rule, Kabuliyat forest will be provided to the people below the poverty line for ten years at a time.
(10) The Divisional Forest Officer shall keep a record of the forest area land made available to the Kabuliyati Forest Group and the Kabuliyati Forest Group in accordance with this rule and shall send its annual statement to the Directorate.
(11) No annual royalty shall be charged in the case of Kabuliyati forest provided to the Kabuliyati forest group in accordance with this rule.
(12) Acknowledgment in accordance with this ruleFor the purpose of using the forest, it will be considered as one house. If a member leaves the Kabuliyat One Group, his membership of the Kabuliyat One Group will automatically be cancelled.
(13) If the number of households in the recognized forest group as per sub-rule (3) is less than five, such forest area shall not be maintained as recognized forest.
