(1) Before the commencement of this regulation, there will be an old wood and firewood management committee as follows to manage the old wood and firewood, which are not sold by auction or for any other reason, within the jurisdiction of the Division Forest Office:-
(a) Provincial Secretary, Provincial Ministry - Coordinator (b) - State Director of Forests - Member
(c) Chief Controller of Funds, Office of Funds and Accounts Control “Member (d) Member authorized representative of District Administration Office (e) Divisional Forest Officer-Member-Secretary (2) The work, duties and powers of the Old Wood, Firewood Management Committee as per sub-rule (1) shall be as follows:-
(a) Identification of wood, firewood: to determine the quantity and to classify the sources as open and unopened,
(b) Reason for long stay of wood, firewood in Ghatgaddi: Find out and give necessary instructions to Divisional Forest Officer,
(c) Re-examination and grading of wood, firewood which has been in the ghatgaddi for a long time as follows,
(1) In the case of sal species having a duration exceeding seven years,
(2) In the case of Asana, Sisou, Tick species with a duration of more than five years,
(3) in the case of other species having a period exceeding three years,
(4) In the case of firewood, the period is more than four years.
(d) Based on the measurement and grading done according to clause (c), maintaining the minimum price of wood, firewood as per Schedule-6, no wood, firewood being perishable, so. If it is found that it will not be sold at the price according to the schedule, to maintain a lower price than that - and if it is found that it is not sold for wood, firewood, to maintain a zero price,
(e) To direct the Division Forest Office to distribute the sale immediately based on the measurement and evaluation as per clauses (c) and (d).
(3) Within one month from the date of the instruction as per clause (e) of sub-rule (2), the Divisional Forest Officer shall arrange for the sale and distribution of such wood and firewood at the price as per clause (d) of the said sub-rule.
(4) Notwithstanding anything contained in sub-rule (3), zero value as per clause (d) of sub-rule (2)If bids are called for up to two times for auction sale, if no one accepts, the committee as per sub-rule (1) will cut the cost of such wood, firewood.
(5) The term of office of the committee as per sub-rule (1) shall remain for two years from the date of initiation of this regulation and within the same period the process as per sub-rule (2) shall be completed and the old wood and firewood in Ghatgaddi shall be managed and sold and distributed.
