Evaluating proposals

(1) If the proposal under Rule 67 is submitted, the department shall appoint a technical team for on-site monitoring. The team should compare the details mentioned in the technical proposal with the on-site situation of the forest area and make a recommendation to the department on the basis of suitability.
(2) If the team as per sub-rule (1) recommends that it is appropriate to grant a forest, the department shall have the following grading committee to evaluate the proposals received:-
(a) Deputy Director General, Department - Chairman
(b) concerned State Director of Forests - member
(c) Deputy Secretary, Treasury (and Office of the Controller of Accounts) "Member (d) Deputy Secretary (Accounts), Department-Member (e) Deputy Secretary (Technical), Provincial Ministry "Member (f) Concerned Divisional Forest Majority Member (g) Law Officer, Department-Member (h) _ Officer-Member-Secretary of the Department appointed by the Director General (3) Subject matter experts may be invited to the meeting of the evaluation committee as per sub-rule (2) as required.
(4) The evaluation committee as per sub-rule (2) while evaluating the technical proposal shall be done on the basis mentioned in Schedule-37. (5) In the evaluation as per sub-rule (4), the economic and commercial proposal of those who get 80 percent or more marks in the technical proposal will be opened and recommended to be awarded acceptance forest to a suitable proposer who offers a royalty amount as per schedule-38 or more based on the commercial plan. shall and the department; It should be submitted to the ministry along with a hundred recommendations.
(6) In the case of submission from the department as per sub-rule (5), the Ministry, upon conducting the necessary investigation, shall submit such certificate to the Government of Nepal for approval to provide such a forest, and the Government of Nepal may grant such approval on the basis of expediency.
(7) The area of ​​recognized forest available under this rule shall not exceed fifty hectares.
