Rule 14
Strategic planning
(1) The department shall formulate an integrated strategic plan for the management of national forests within the province and inter-provincial forests in consultation with the provincial government and submit it to the Ministry for the approval of the Government of Nepal. But in the case of a province, if a separate strategic plan is to be made, then a regional strategic plan can also be prepared and submitted.
(2) In the strategic plan to be prepared according to sub-rule (1), the goals, objectives, strategies, tactics, sectoral main programs, institutional The rights and responsibilities of the consumer group, state government and the government of Nepal should be included along with the structure, arrangement of resources and monitoring system.
(3) For the purpose of sub-section (3) of section 11 of the Act, the Divisional Forest Officer shall formulate a strategic plan including the periodical plan of the National Forest within his working area, including the matters as per Schedule-5 based on the strategic plan submitted as per sub-rule (1) and approved by the Government of Nepal. It should be submitted to the Provincial Ministry on the recommendation of the Director of Forests and should be implemented after approval by the Provincial Ministry.
(4) According to sub-rule- (3), the strategic plan approved by the provincial ministry should also be made available to the ministry.
