Rule 104
(1) Arrangements regarding the payment of environmental services shall be made through an agreement between the agencies or organizations that use forest area resources and manage such forests
.
(2) The Divisional Forest Officer may arrange payment for the use of environmental services from individuals, groups, organizations or other bodies that provide environmental services by protecting and managing forests, biological diversity, water bodies and water cycle systems.
(3) By managing environmental services based on biological diversity, water bodies, water cycle systems and tourism, forest user groups that wish to sell such services shall make provisions for the same in their approved forest management action plan or make an action plan related to environmental services and submit it to the Division Forest Office and that office shall If approved, such action plan should be implemented. (4) The forest user group that creates environmental services as per sub-rule (3) may sell environmental services other than carbon services by entering into an agreement for a certain period with domestic buyers who wish to purchase environmental services.
(5) The amount as per sub-rule (4) shall be determined in a mutual agreement between the environmental service provider and the user.
(6) Hydroelectric power, drinking water, tourism based on water bodies and water resources. If the project wants to purchase environmental services other than carbon services managed by a forest user group or other local community, an environmental service management plan must be formulated and submitted to the Division Forest Office for approval with the consent and participation of the relevant user group and local community.
(7) At least fifty percent of the amount received by the consumer group or other local community from the sale of environmental services to be created in accordance with the action plan or plan approved in accordance with sub-rule (6): the remaining amount shall be spent on the activities related to the enhancement of environmental services: related to the income of the residents of the area And should be used in environmentally friendly community development work.
(8) Division Forest Office PWith the consent of the Ministry of Foreign Affairs. (9) According to this rule, the Division Forest Office shall play a coordinating role in managing environmental services.
